In this video from the NPOSI, Rob Shumer, PI of Six Stories About Six States: Programs of Study, describes outcomes and findings related to career guidance and counseling from this qualitative case study project. NRCCTE researchers from the University of Minnesota conducted site visits to six states and local districts within those states to describe the implementation of programs of study (POS)/career pathways during the first half of 2010. The study particularly focused on how POS were developed, and more particularly on how technical assistance was provided to strengthen and improve them.

In 2012, the NRCCTE launched the National POS Institute (NPOSI), a six-month program of research-based technical assistance, with the intention of supporting states in improving the quality of CTE instruction provided to secondary and postsecondary students. NRCCTE researchers drew on the Center’s portfolio of research studies on POS to address implementation barriers related to (1) career guidance and counseling and (2) business, community, and postsecondary partnerships identified by states. The NRCCTE's goal was to help states apply the results of research to the improvement of their programs. Over the remainder of the project, state teams received additional assistance from a national NRCCTE facilitator and an in-state facilitator.

Four states—Oklahoma, Kentucky, Minnesota, and Guam—participated in the technical assistance, which commenced with a two-day meeting on February 6-7, 2012 at the NRCCTE's headquarters in Louisville, KY. Later meetings were held at the 2012 ACTE National Policy Seminar, March 5-7, 2012, and via conference call on June 11, 2012.
